Running Gag: Wolfgang and Ludwig giving the 4th graders a black eye. The star effect that appears when this happens is also used Baby Oskar (episode) and in Hey Arnold! The Movie.
This is the only time in the series Wolfgang calls Arnold by his actual name.

At the end of the episode, when Arnold and his friends appear hanged by their shirts, Helga seems to be wearing a pink jumper, despite the fact that she usually wears a pink dress.
When Arnold and his friends are forced to play on the street again, their baseball hits the hood of a car with the front license plate "KIDH8R".
This is the second time that Wolfgang bullies a girl. He trips a little blonde girl, hits a little girl with black hair with a tetherball on the playground and gives Helga a black eye on Gerald Field. The first time he bullied a girl was in the episode "Principal Simmons" when he, Helga, Harold and Maria threw Lila in the air with Brainy.
Due to Arnold and his friends getting beaten and pounded by Ludwig and Wolfgang, this episode gives out a bad moral stating that being a bully to others is okay and standing up for yourself is wrong, which was repeated in two most infamously hated episodes of "Foster's Home for Imaginary Friends" such as "Everyone Knows It's Bendy" and "Imposter's Home for Um...Make' Em Up Pals".

Both of the bullies are named after classical composers: Wolfgang Amadeus Mozart and Ludwig van Beethoven.
The title "New Bully on the Block" is a parody of the boy band "New Kids on The Block".
Story Analysis[]
Despite Wolfgang and Ludwig are taking control of the vacant lot at the end, the 4th graders are shown using the lot again in "Arnold Visits Arnie" and are even shown playing against Wolfgang and the 5th graders again in "Timberly Loves Arnold" (with the vacant lot being referred to as "Gerald Field" once again). Considering that Ludwig never appeared again in the show, it’s commonly believed that he was sent back to juvenile hall due to the latter beating up the 4th graders.
